• Recommendation:

  Council adopt the minutes of the City Council meeting held November 4, as presented.

• Recommendation:

  Council adopt the minutes of the Public & Protective Services Committee meeting held November 12, as presented.

• Recommendation:

  Council adopt the minutes of the Financial & Administrative Services Committee meeting held November 12, as presented.

2023 Tax Recovery Sale

• Recommendation:

  Council approve the following:
  1. Those properties, subject to 2023 tax recovery notification, as per the attached list, be offered for sale by public auction;
  2. That the auction be held in the 1st Floor North Conference Room at City Hall on Friday, March 14, 2025, at 9:00 a.m.; and
  3. That the reserve bids for the 2023 tax recovery sale be set as per the attached Appendix D.

2024 Q3 Financial Report

• Recommendation:

  Council receive the unaudited financial statements and supporting information for the period ending September 30, 2024 for information.

Amendments to Policy 351 - Tangible Capital Assets

• Recommendation:

  Council approve amendments to Policy 351 - Tangible Capital Assets, as presented.

Policy 360 - Corporate Asset Management

• Recommendation:

  Council:
  1. Approve Policy 360 - Corporate Asset Management; and
  2. Rescind Policy 354 - Asset Management.

Operational Services Committee

• Recommendation:

  Council adopt the minutes of the Operational Services Committee meeting held November 12, as presented.

FCM Grant Application

• Recommendation:

  Council support an application to the Federation of Canadian Municipalities' Local Leadership for Climate Adaptation call for proposals to complete a Climate Adaptation Plan.

Investment & Strategy Committee

• Recommendation:

  Council adopt the minutes of the Investment & Strategy Committee meeting held November 12, as presented.

Fibre Optics: Fee Rebate & Broadband Analysis

• Recommendation:

  Council:
  1. Approve Fibre Optics Fee Rebate Program, allowing for up to a 100% rebate on municipal fees, for fibre alignment projects initiated between July 1, 2024, and December 31, 2025; and
  2. Direct Administration to proceed with the Broadband Analysis, subject to 2025 budget deliberations.

Elections Bylaw C-1480

• Recommendation:

  Council give three readings to Bylaw C-1480, being the Elections Bylaw.

Grande Prairie Regional Competitiveness (Invest NW) Committee Terms of Reference

• Recommendation:

  Council approve the Terms of Reference for the Grande Prairie Regional Competitiveness (Invest NW) Committee, as outlined in Attachment 1.
